When an Orange employee retires, their access to social and cultural benefits does not disappear. The account linked to the CSEC (formerly CCUES) remains theoretically active, but the transition from employee status to retiree status regularly causes access issues to the Mon Kiosque Retraité portal. The most common problem is related to an administrative detail often overlooked during the career: the personal email address associated with the account.
Unregistered personal email address: the silent blockage of the Orange retiree kiosk
As long as an Orange agent is active, most communications go through the professional messaging system. The CSEC’s single point of contact sends its notifications, family quotient confirmations, and reminders to this internal address. Few employees think to provide a personal email address in the “my account” section before their departure.
At the time of retirement, the Orange professional email address is deactivated. If no personal address has been entered beforehand, the retiree receives neither an identifier nor a reset link. The Mon Kiosque Retraité portal normally allows login with a retiree identifier or a personal email address, but without the latter, the first connection procedure loops endlessly.
For former employees who wish to access the retired CCUES Orange account in this situation, the process involves direct contact with the CSEC to manually register a valid email address. This non-automated step can take several weeks depending on the workload of processing files.
Transition from CCUES to CSEC Orange: what has changed for retirees
The Central Committee of Economic and Social Unit (CCUES) has been replaced by the Central Social and Economic Committee (CSEC) since January 2020. This change in body has led to a partial overhaul of digital tools, although communication with retirees is not always clear.

In practice, social and cultural benefits remain accessible to Orange retirees nationwide. The principle has not changed since 2013, when the central committee took over all these benefits for former employees. However, the titles of sections, portal addresses, and authentication procedures have evolved.
The temporary relay site set up by the CSEC, mentioned on several pages of national retiree associations, illustrates this transition period. The new PULP-Guichet unique platform is announced to centralize the management of benefits, but its deployment schedule remains unclear. Retirees trying to access their personal space during this interim phase may encounter inactive pages or non-functional redirects.
Retired Orange family quotient: necessary validation after departure
Access to the portal is not enough to benefit from the services. Once logged in, the retiree must validate their family quotient (QF) specific to retiree status. This QF determines the amount of aid they can claim: holiday vouchers with contributions, assistance for sports and cultural activities, children’s stays, disability benefits.
The active QF is automatically invalidated at the time of retirement. An automatic message is sent to the address registered in “my account” to notify this invalidation. The retiree must then justify their new situation to the CSEC by providing the requested documents.
Field reports vary on processing times. Some Orange retiree associations report waiting times of several months, while others indicate quick reactivations. The CSEC prioritizes certain files:
- New arrivals receive a QF calculation as a priority, while retirees already having a QF from the previous year retain it by default
- School allowance files (ARS) for higher education, orphans, and children aged 16 or older are processed as a priority due to enhanced URSSAF checks
- ARS files concerning children under 16 are processed subsequently
CSEC Orange retiree benefits: scope and access conditions
The scope of benefits available to retirees covers several categories. The common condition for all is to have a validated QF for the current year and an active account on the portal.
- Activity aids: sports, magazine subscriptions, swimming pools, cinema, various courses, fishing licenses, or “scenes and outings” cards providing access to shows and privilege offers
- Holidays: building a holiday voucher savings with contributions from the CSEC, or access to negotiated rates with travel agencies as part of the permanent offer (without contributions)
- Children and grandchildren holidays: booking stays in dedicated catalogs with CSEC participation, or contributions for school trips
- Social action benefits (PAS) related to a child’s disability, subject to age and disability rate conditions
The maintenance of these rights is not automatic from one year to the next. Each year, updating family status and validating the QF condition the actual access to benefits. A retiree who forgets this annual process temporarily loses their rights, even if their account remains technically active.

Role of national Orange retiree associations in digital support
National retiree associations (ANR) play a role in information relay that the CSEC does not always fulfill directly. Several departmental sections publish updated procedures on their websites, contact email addresses by type of benefit, and alerts in case of portal malfunctions.
The ANR do not manage CSEC benefits, but they guide retirees facing access difficulties. For a former employee whose email address has never been registered and who cannot reach the CSEC, contacting the ANR in their department often remains the most direct way to obtain the updated contact details of the competent service.
The distinction between the former CCUES, the current CSEC, and the Mon Kiosque Retraité portal remains a source of confusion for many retirees. The three terms refer to realities that partially overlap, and online content frequently mixes the names. Verifying that one is connecting to the address monkiosqueretraites.orange.fr, and not to an old link from the single point of contact, avoids some of the misdirection errors.
